Hi Julie
A compost mulch is a great tip. I remember seeing branches of pine trees over leeks one winter in a vegetable garden in Switzerland.
We do have problems with polytunnels blowing away, too!

If you don't have a polytunnel (or if one would blow away where you live ;) ), I have had pretty good luck wintering over carrots just by mulching them in a bit with compost or compost/straw mix. Later in the season, especially if they get a warm spell, the roots might crack a bit, but the taste is great and it sure is nice to harvest fresh veg in the winter!!
